ORDINANCE NO. 181535
* Amend subrecipient contract with SE Works by $57,931 for the Community Partners Reinvestment program and provide for payment (Ordinance; amend Contract No. 37616)
The City of Portland ordains:
SECTION 1. The Council finds:
1) The objective of City of Portland’s Bureau of Housing and Community Development (BHCD) is to recruit and enroll additional residents with 50% or less income. In the Community Partners Reinvestment (CPR) program
2) In part due to the increase in enrollment Southeast Works has experienced dramatic staff and budget growth over the past years, a growth that endangers the quality and effectiveness of the services that it offers.
3) This ordinance appropriates $57,931 in General Funds for a new contract total of $115,862 to enroll a total of 10 additional participants for the 2007-2008 program year.
NOW, THEREFORE, the Council directs:
a. BHCD Director and Auditor are hereby authorized to execute a contract amendment with the Southeast Works in a form substantially in accordance with the agreement attached as Exhibit A (attached to original ordinance only).
b. The Mayor and City Auditor are hereby authorized to draw and deliver warrants chargeable to the BHCD budget when demand is presented and approved by proper authority.
Section 2. The Council declares that an emergency exists because delay in funding would interrupt Southeast Works ability to provide effective services; therefore, this ordinance shall be in force and effect from and after its passage by Council.
