ORDINANCE NO. 181533

* Amend subrecipient contract with REACH Community Development, Inc. for $20,000 to provide repairs for low-income households that have received a notice of Code Violation from the Bureau of Development Services Neighborhood Inspections Program and provide for payment. (Ordinance; amend Contract No. 37426)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  The REACH Community Builder Program provides repair services to low-income elderly and disabled households to keep them living safely in their homes.

2.  Low-income homeowners do not always have the necessary resources to address code violations identified by the City’s Neighborhood Inspections Program.

3.  The REACH Community Builder Program desires to assist low-income homeowners in addressing cited code violations to increase the safety and habitability of their home and to help them avoid accruing fees and penalties associated with code violations that are not repaired.

4.  The City and REACH CDC now desire to amend the formal contract in the sum of $20,000 to assist low-income homeowners address cited code violations.

NOW, THEREFORE, the Council directs:

a. BHCD Director and Auditor are hereby authorized to execute an amendment with REACH CDC in a form substantially in accordance with the contract attached as Exhibit A (attached to the original ordinance only).

b. The Mayor and City Auditor are hereby authorized to pay for said contract amendment from the Community Development Block Grant Fund.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt REACH CDC’s ability to provide services; therefore, this ordinance shall be in force and effect from and after its passage by Council.
