Amendment No. 2
The above referenced Subrecipient Contract between the City of Portland acting by and through its Bureau of Housing and Community Development and Outside In (Subrecipient) is hereby amended as follows:
I. Scope of Services
A. Recruit and enroll Portland residents with incomes at or below 50% of the City’s Median Family Income. See definition of Enrollment in Exhibit G.
B. Conduct pre-enrollment screening to selectively enroll participants with high motivation, potential and commitment to succeed.
C. Work with high-risk youth ages 16-25.
D. Assess participants and develop an individual plan based upon the participants’ skills, interests and challenges. This plan will include selection of a career-training track.
E. Provide 40-hour Job readiness Training through workshops, computer tutorials and one-on-one support with staff.
F. Provide on the job training to include: short-term subsidized work experience (20 hours or more) with local employers; Virginia Woof Dog Daycare job training subsidized for 12 to 20 hours per week for a period of ten weeks with a focus on soft skills development; employer-paid internships for first-time employment experience with local businesses leading to permanent employment.
G. Provide employment placement assistance.
H. Deliver employment support services, and weekly and monthly contact with staff and anniversary bonuses.
I. Implement a community-based, intensive workforce case management model that has proven successful in the Internship Program and the College Quarters program. Staff, always available through email and cell phones, will meet with youth in the community after placement – e.g., near the worksite, coffee shops – and act as advocates and mentors. This kind of intensive, community-based youth contact is more time consuming than site-based, drop-in contact, but has proven more effective in preventing crises, ensuring steady progress and maintaining contact and relationship.
J. Incorporate best practices, case management and employment support into daily program delivery with dedicated staffing, and provide all program participants with ongoing linkage to other services based on individual needs. See attached definition of best practices. (Exhibit I)
K. Integrate retention and career advancement goals and expectations, both for participants and program staff, throughout the program orientation, training and services.
L. Provide continued service delivery, job retention and career advancement services for all enrolled participants for three years such as: career coaching support to apply skills they have learned, assisting them to access needed social services, and providing career advancement strategies. Participants complete program at three years from date of enrollment.
M. Explore the possibility of developing new peer support opportunities that meet the specific needs of participants.
N. Record performance and progress data for all enrolled participants in the Service Point tracking system. The Service Point operating manual can be found at: http://www.portlandonline.com/bhcd/index.cfm?c=42289).
O. Prior to enrollment document income eligibility of participants by having them complete and sign an Enrollment and Income Verification Form (Exhibit D)
P. Upon enrollment participants must sign the attached Release Authorization form (Exhibit E). This form authorizes the program to release information to BHCD and the Employment Department for the purpose of tracking the participant’s employment status for three years following job placement.
Q. Collect demographic and progress information - including the incomes, revenues, and/or wages – of each of the program’s participants and entering information in BHCD’s Service Point Information System.
• See attached form for Income Measured Quarterly (Exhibit H)
• Quarterly income tracking must be up to date in order to count a participant as achieving a 25% income increase to date.
R. Attend all mandatory BHCD Economic Opportunity meetings and trainings.
S. Refer enrolled participants to the Economic Opportunity Initiative system-wide resources, as appropriate.
T. Undergo a program assessment and conduct a customer satisfaction survey upon completion of the third program year.
U. Mention the City's support of the project through the Bureau of Housing and Community Development in all publicity.
V. Maintain all records for the project, including services rendered, performance, client eligibility and demographic data, and fiscal data for a minimum of three years after termination of the contract. All records regarding the project, as well as general organizational and administrative information, will be made available to the City Project Manager, or other designated persons, upon request. At a minimum, records will be reviewed as part of the annual monitoring process.
II. Performance Measures
Progress and Outcome Measures:
The subrecipient will perform the agreed upon services substantially in accordance with the following measures:
Outcome Measures: The goal of the project is to increase and maintain the income of participants by 25% over three years (as demonstrated at completion by Service Point tracking and, or State Employment Department data). To reach the Income Goal Measured at Completion (Exhibit G) the subrecipient will provide services for participants for three years after their enrollment.

III. Periodic Reporting
A. Service Point: Subrecipient will enter participant enrollment, income and performance information and such other information or data as to be reasonably expected for all participants in Service Point – BHCD’s Management Information System – so that at the conclusion of each quarter the system contains accurate enrollment information and the most current income and progress information.
Subrecipient will enter all relevant participant data into Service Point by the following dates:
1st Quarter – October 5, 2007
2nd Quarter – January 7, 2008
3rd Quarter – April 7, 2008
4th Quarter – July 7, 2008
BHCD Staff will send Subrecipient preliminary performance data report based on Service Point data by the following dates:
1st Quarter – October 12, 2007
2nd Quarter – January 14, 2008
3rd Quarter – April 14, 2008
4th Quarter – July 14, 2008
Subrecipient will review performance data report and make any necessary changes in Service Point by the following dates:
1st Quarter – October 19, 2007
2nd Quarter – January 21, 2008
3rd Quarter – April 21, 2008
4th Quarter – July 21, 2008
BHCD Staff will send the subrecipient final performance data report based on updated Service Point data by the following dates:
1st Quarter – October 26
2nd Quarter – January 28, 2008
3rd Quarter – April 28, 2008
4th Quarter – July 28, 2008
B. Narrative Progress Report: Subrecipient will submit a written narrative progress report (Exhibit B) to the Bureau of Housing and Community Development by the following dates:
1st Quarter – October 31, 2007
2nd Quarter – January 31, 2008
3rd Quarter – April 30, 2008
4th Quarter – July 31, 2008
Narrative will include:
• Information related to notable activities and accomplishments
• Challenges or lessons learned
• Recommended changes
C. The Subrecipient will submit invoices within 30 days of the end of the reporting period using the invoice form included as Exhibit F and will include program expenditures for the month, by line item.
D. All quarterly reports, except for the final report, must precede or accompany the billing for each period in order for the billings to be paid. The final invoice is due July 10, 2008. The final report is due July 31, 2008
IV. Compensation
For services added by this amendment Outside In shall be paid an amount not to exceed $25,000 for a revised contract amount of $313,400. Exhibits A, B, C, D, E, F, G, H, and I attached to this amendment replace Exhibits A, B, C, D, E, and F of the original contract.
Total compensation shall not exceed THREE HUNDRED THIRTEEN THOUSAND FOUR HUNDRED DOLLARS ($313,400) in City General Funds.
All other terms and conditions remain the same.

Performance Measures & Definitions

ENROLLMENT STATUS:
Active: Active status identifies enrollees who are participating in the program. An enrollee is active beginning on the date of enrollment and ending on the Completion Date with the exception of those who are inactive.
Inactive: Inactive status identifies enrollees who are not participating in the program and not expected to participate in the future. This may include clients that are no longer interested in receiving services, are excluded from participation by the project, have permanently moved from area, have become unable to work, or cannot be reached. Note that inactive enrollees are not omitted from performance measurement.
Completed: Completed status identifies participants who have reached the Completion Date. The Completion Date is the date that occurs three years after the enrollment date.
Un-Enrolled: An enrollee may be un-enrolled in the event that 1) the request to un-enroll is made during the same program year as the enrollment and 2) any supportive services received by the enrollee cost less than $2,000 in Economic Opportunity Initiative funds.
Note: A participant who has been un-enrolled is excluded from performance measurement and appears in the performance reporting system as though they had never been enrolled. As a result, projects must take into account that an un-enrolled participant’s contribution to enrollment numbers, placements, and other performance measures will be reversed.
INCOME MEASUREMENTS:
Baseline Income at Enrollment: Each enrollee’s income will be determined at enrollment. The Baseline Income at Enrollment is the self-reported income of a participant represented as a weekly amount as follows: Participant’s Hourly Rate × Number of Hours Per Week.
Income Measured Quarterly: Each enrollee’s income will be determined once per quarter, beginning the quarter in which enrollment occurs and ending in a final measurement taken during the quarter in which the Completion Date (three years after the enrollment date) occurs. The following two methods will be used to determine enrollees’ income every quarter.

Program Obtained Data: The enrollee’s income is obtained by program staff. This is represented as a weekly amount as follows: Participant’s Hourly Rate × Number of Hours Per Week.
Oregon Employment Department Data: The enrollee’s income will be obtained (where possible) from the Oregon Employment Department (OED). This will be represented as a weekly amount as follows: OED gross income for the quarter ÷ 13.
The method yielding the highest income will be used to measure Program-to-Date progress as well as achievement of the Three Year Income Goal.
Income Goal Measured at Completion:
The Income Goal Measured at Completion is the goal of increasing an enrollee’s income by 25% or more between their point of enrollment and their Completion Date three years later. This is measured by dividing the final Income Measured Quarterly into the Baseline Income at Enrollment. If the result is 1.25 or greater (reflecting an increase of 25% or more), the goal has been met. In cases where the Baseline Income at Enrollment is zero and the final income is greater than zero, the income change is considered to be an increase of 25% and the goal met.
For enrollees that have significant seasonal variation in income due to employment in the trades, a program may elect to use Semiannual Income Measurement at Completion in the place of the final Income Measured Quarterly to calculate attainment of the Three Year Income Goal. Semiannual Income Measurement at Completion is the average of the last two Incomes Measured Quarterly.
ASSETS:
Earned an Educational Degree:
Participants are considered to have earned an educational degree if they attain one of the following types of degrees during their enrollment in the program: High School Diploma, General Equivalency Diploma (GED), Associate’s Degree, Bachelor’s Degree, or Master’s Degree.
Achieved an Occupational Credential:
Participants are considered to have earned an occupational credential if they obtain a license, certificate or permit during their enrollment in the program that 1) qualifies them to work in their target occupation and/or 2) satisfies a requirement for employment imposed by employers in their target occupation. Examples include an Emergency Medical Technician (EMT) certificate, paralegal certificate, Microsoft Office Specialist (MOS) certificate, OSHA forklift certificate, Commercial Driver’s License, Food Handler’s Card, and OLCC Service Permit.

Attained Housing:
Participants are considered to have attained housing if they were homeless at the point of enrollment and gained housing during their participation in the program.
Attained Homeownership:
Participants are considered to have attained homeownership if they were not a homeowner at enrollment and purchased a home during their participation the program.
Attained an IDA:
Participants are considered to have attained an IDA if they establish an Individual Development Account for education, homeownership, or micro-enterprise during their participation in the program.
Attained Health Insurance:
Participants are considered to have attained health insurance if they became eligible for employer paid or employer subsidized health care during their participation in the program.
INDICATORS:
Meeting Income Goal Year-to-Date
Meeting Income Goal Year-to-Date is a determination of whether the participant’s most recent Income Measured Quarterly is 25% or more greater than their Baseline Income at Enrollment. In cases where the Baseline Income at Enrollment is zero and the most recent Income Measured Quarterly is greater than zero, the income increase is considered to be 25%. This indicator is only applied to enrollees who have not yet completed.
Placed in Employment:
Participants are considered to be placed in employment if they 1) are unemployed on the date of enrollment and obtain paid employment while actively enrolled in the program or 2) are underemployed on the date of enrollment and obtain paid employment in the target career while actively enrolled in the program.
Wage Progression:
Wage progression is the percentage change between the Hourly Rate on the Placement Date compared to the Completion Point.

Portland Economic Opportunity Initiative
Elements of Best Practice in Poverty Reduction Programs
2003 Local and National Survey
The initiative is based on national and local research that demonstrates that there is no one-size-fits-all approach to assisting low-income people into higher wage jobs or starting and growing their own micro-enterprises.
Best practice projects incorporate the following elements into design and delivery:
1. Serve relatively small numbers of participants so that projects can build on participants’ strengths and be tailored to their individual and common needs.
2. Projects should serve groups with a common business, career track or other similarity in ethnicity, housing or personal challenges or situation. Structured opportunities for peer support should be incorporated into all projects.
3. Offer comprehensive support services to remove personal barriers to success such as transportation, limited English, child care, housing status, lock of financial education and problem work behaviors. This requires some supported referrals and purchase of goods and services.
4. Emphasize development of strong long-term mentoring and coaching relationships between project staff and participants.
5. Involve employers early in project and curriculum design and by obtaining their commitment to employ graduates of workforce projects. Use active, workplace-based training approaches when possible.
6. Use individualized, comprehensive business planning and assessment with hands-on and on-site micro-enterprise coaching in addition to structured business education and training activities.
