ORDINANCE NO. 181532

* Amend subrecipient contract with Outside In by $25,000 for the Economic Opportunity Initiative and provide for payment (Ordinance; amend Contract No. 36931)

The City of Portland ordains:

Section 1. The Council finds that:

1.  The City is committed to having economic opportunity for all its residents.

2.  The key objective of the EOI is to increase the incomes and/or assets of discrete groups of residents with incomes at 50% or below the median family income.

3.  Outside In projects were selected through competitive processes in 2003 and 2004 to provide services to increase the incomes or assets of discrete target populations of low-income residents.

4.  Based on recent quarterly reports, contract manager site visits and monitoring, Outside In projects are meeting their performance benchmarks to assist low income multi-barriered people get living wage jobs and develop profitable businesses and should continue to be funded.

5.  Funding for this increase was approved as part of the FY 07/08 fall supplemental budget and is included in the FY 07/08 budget in the amount of $25,000 for a revised contract amount of $313,400.

NOW THEREFORE, the Council directs that:

a.  The Commission of Public Works and Auditor are authorized to amend contract no. 36931 with Outside Inn in the amount of $25,000 attached hereto, for the purpose described above.

b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the BHCD budget when demand is presented and approved by the property authority.

Section 2. The Council declares that an emergency exists because the program funds must be obligated within required timeframes; therefore this ordinance shall be in force and effect from and after its passage by Council.
