ORDINANCE No. 181530
Authorize a $35,000 Intergovernmental Agreement with Metro for the administration of the Master Recycler Program. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. City Council adopted Resolution No. 36423 which established the following goals for the solid waste and recycling system:
▪ promote sustainability of the solid waste and recycling system that includes maximum efficiency, equity and economic vitality, improved worker safety and reduced environmental and human health impacts over the entire life cycle of the materials, and
▪ minimize the impact of harmful wastes by targeting toxicity and reducing greenhouse gases emissions, and
▪ reduce per capita waste generation below 2005 levels by the year 2015, and
▪ maximize recovery of all waste with a target of 75% by the year 2015 and promote highest value use of the recovered materials.
2. The Sustainable City Principles direct City elected officials and staff to “prevent additional pollution through planned proactive measures. . . ,” to “act locally to reduce adverse global impacts… and support and implement innovative programs that maintain and promote Portland’s leadership as a sustainable city” and to “educate citizens and businesses… and encourage everyone to take responsibility for their actions that otherwise adversely impact the environment.”
3. On July 1, 2003, the City of Portland Office of Sustainable Development acquired management of the Master Recycler Program, previously an OSU Extension program.
4. The Master Recycler Program provides education and outreach to participants to increase public awareness of and activities in waste reduction. The program utilizes a “train the trainer” approach providing an eight-week training course for adults on the solid waste and recycling system. Participants “pay back” their training by educating others in the community—either by doing special projects or interacting with the public at events--multiplying the program efforts. The program is funded by Metro, the City of Portland, Clackamas and Washington Counties and supports the Metro region.
5. During the 2006-2007 FY, 83 people completed the Master Recycler Program training and Master Recycler volunteers contributed over 1163 hours of waste reduction education and outreach in the Portland Metro area.
6. The Master Recycler program is funded by Metro, Clackamas County, Washington County and the Office of Sustainable Development. OSD’s contribution is included in the FY2007-08 Budget.
NOW, THEREFORE, the council directs:
a. The Commissioner of Public Affairs and City Auditor are hereby authorized to approve and accept $35,000 in the form of Intergovernmental Agreement with Metro for administration of the Master Recycler Program for the FY 2007-08 similar to what is attached as Exhibit A to this ordinance.
