ORDINANCE No. 181526
Authorize change in the Oregon Department of Environmental Quality Clean Water State Revolving Fund loan R74165 to reflect decrease in loan amount actually disbursed to the City for completed project (Ordinance; amend Ordinance No. 177898)
The City of Portland ordains:
Section 1. The Council finds:
1. The mission of the Bureau of Environmental Services (BES) is to protect public health, water
quality and the environment. This is accomplished both through traditional sewer system projects and non-traditional work such as revegetation.
2. The Oregon Department of Environmental Quality’s State Revolving Loan Fund Program (SRF) offers loans for traditional and non-traditional water quality enhancement projects. Recently adopted SRF loan rules offer very low interest loans for traditional treatment works that are coupled with non-traditional water quality projects.
3. BES has entered into a loan agreement with DEQ (loan number R74165) for the Chlorine Conversion Project at the Columbia Blvd Wastewater Treatment Plant. This project has been completed.
4. This purpose of this amendment is to decrease the loan by $130,675, the amount actually disbursed to the City for this project. The amended loan amount is $4,027,325
NOW, THEREFORE, the council directs:
a. The Commissioner of Public Utilities and Auditor are authorized to execute an amendment to the Oregon Department of Environmental Quality’s State Revolving Loan Fund loan number R74165 the decrease the loan amount (amend Ordinance #177898).
