ORDINANCE No. 181513

 

*Authorize grant agreements of $32,100 for East Portland Neighbors and $20,000 for North Portland Community Works to administer grant funds for the Neighborhood Small Grants (Ordinance)

 

The City of Portland ordains:

 

SECTION 1. The Council finds that:

 

1.  The goal of the Neighborhood Small Grants Program is to provide neighborhood and community organizations an opportunity to expand their community-building capacity, attract new and diverse members and sustain those already involved. This program has been adopted as part of the FY 2007-08 ONI budget and is funded with a total of $206, 600 through City General Fund dollars.

 

2.  In order to qualify grant projects must build capacity in or build partnerships between Neighborhood Associations, community-based organizations, and/or such groups working specifically with underrepresented populations within a District Coalition’s area.

 

3.  The Neighborhood Grants Program is administered through the seven Neighborhood District Coalitions funded by the Office of Neighborhood Involvement. For East and North Portland they are to be administered by the non-profit organizations East Portland Neighbors and North Portland Community Works.

 

NOW, THEREFORE, the Council directs:

 

a)  The Director of the Office of Neighborhood Involvement is authorized to execute on behalf of the City to enter into grant agreements for the period January 9, 2008 through December 31, 2008 in a form substantially in accordance with the grant agreements attached as Exhibits (A)1 and (A)2.

 

b)  Amendments to the grant agreement may be agreed to and executed by the City’s Project Manager or his/her designee.

 

c)  The Mayor and the City Auditor are hereby authorized to pay for said grant agreements from the Office of Neighborhood Involvement and general funds.

 

Section 2. The Council declares that an emergency exists because delay in granting these awards would negatively impact the timely implementation of these community-initiated projects; therefore, this ordinance shall be in force and effect from and after its passage by Council.
