ORDINANCE No. 181505

*Authorize a contract with Systems Research and Applications Corporation dba SRA-Touchstone to create a regional governance plan for the 800MHz Regional Radio System Replacement Project (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  The City of Portland desires to replace aging technology and revitalize critical public safety information systems by implementing a regional, interoperable, 800MHz radio system.

2.  The region for the 800MHz Regional Radio System includes the City of Portland, Clackamas, Washington and Clark Counties and will require the development of a regional governance structure.

3.  In order to facilitate the development of a regional governance structure, a competitive RFP was issued on June 25, 2007. An evaluation committee reviewed and ranked proposals from the responding firms, in accordance with Section 5.68 of the City Code, and SRA-Touchstone was selected.

4.  The City of Portland and SRA-Touchstone desire to enter into an agreement for professional consulting services in an amount not to exceed (NTE) $146,258.00 for the period from January – March 2008.

5.  By adoption of this ordinance, the Bureau of Technology Services (BTS) and the PSSRP seek the Council’s authorization for BTS and Bureau of Purchases (BoP) to execute an agreement for professional consulting services.

6.  Council authorizes the execution of an agreement and acknowledges that this is a key milestone in replacing the current analog radio system.

NOW, THEREFORE, the Council directs:

a.  The Purchasing Agent is authorized to execute an agreement with SRA-Touchstone for professional services in a form substantially in accordance with the contract attached as Exhibit A.

b.  The Mayor and the Auditor are hereby authorized to draw and deliver checks payable to SRA-Touchstone, chargeable to the OMF Special Projects in an amount NTE $146,258.00, when demand is presented and approved.

Section 2. The Council declares that an emergency exists because a delay in proceeding with the ordinance approval could impact currently requested federal funding and future voter funding; therefore, this ordinance shall be in full force and effect from and after its passage by Council.
