ORDINANCE NO. 181499

* Authorize an Intergovernmental Agreement with the State of Oregon for the services of the Oregon Climate Change Research Institute to meet with City staff to analyze the most effective ways for the City to address climate change (Ordinance)

The City of Portland ordains:

Section 1.  The Council finds that:

1.  The Council has directed the Office of Sustainable Development to revise the City’s current climate-protection plan to put Portland on a path to reduce local greenhouse gas emissions by 80 percent by 2050.

2.  The Council has required that the revised plan prioritize strategies that make the most progress toward achieving the 80 percent emission reductions.

3.  The State of Oregon has created the Oregon Climate Change Research Institute, administered by Oregon State University, for the purpose of serving as a clearinghouse for climate change information and providing technical assistance to local governments.

NOW THEREFORE, the Council directs:

a.  The Director of the Office of Sustainable Development and the City Auditor are hereby authorized to enter into an intergovernmental agreement with the State of Oregon, subject to such agreement being approved as to form by the City Attorney, for the services of the Climate Change Research Institute to review the latest scientific reports on the expected impacts of climate change in Portland and to provide the Institute’s recommendations for the City’s climate protection plan.

b.  Additionally, the Director of the Office of Sustainable Development and the City Auditor are hereby authorized to enter into amendments of the agreement in the immediately preceding directive, subject to any such amendment being approved as to form by the City Attorney.

Section 2.  The Council declares that an emergency exists because to delay engaging the services of the Climate Change Research Institute would unnecessarily delay the revision of the City’s climate action plan. Therefore, this ordinance shall be in full force and effect from and after its passage by Council.
