ORDINANCE No. 181498

 

Apply for a $446,000 grant from the Department of Homeland Security to fund fire prevention and safety programs (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  Department of Homeland Security (DHS) announced a grant under the FEMA Fire Prevention and Safety Grant Program. Portland Fire & Rescue (PF&R) has received this grant for the past five consecutive years.

 

2.  DHS requires that cities with a population of over 50,000 match the grant funds at a level of 20%. The required match will be met using funds for related activities in the existing fire bureau budget and from business partnerships within the community.

 

3.  PF&R has developed the following grant proposal: to continue the current Public Service Announcement campaign via television and webcast; produce an additional video regarding cooking fires, directed to the Spanish-speaking at-risk population; fund a transportation program to transport second and sixth grade students from Portland area schools to the Historic Belmont Fire House Learning Center; and, develop a residential sprinkler installation program for older manufactured homes and RVs owned by low-income, senior, and disabled citizens.

 

4.  The total budget of the grant project is estimated at $446,000, of which $356,800 is funded by grant and $89,200 is estimated local match.

 

5.  The grant is an on-line application and requires electronic submission.

 

NOW, THEREFORE, the Council directs:

 

a.  The Mayor is authorized to apply to the Department of Homeland Security for a grant of $446,000 from the FEMA Fire Prevention and Safety Grant Program.

 

b.  Kathryn Pruder is authorized to certify her signature electronically for the on-line grant application.
