ORDINANCE NO. 181496

* Authorize two subrecipient contracts for $338,043 for winter housing services for homeless women and provide for payment (Ordinance)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  Funding for winter housing services for homeless women meets the goals and objectives of the Bureau of Housing and Community Development (BHCD).

2.  BHCD desires to enter into formal contracts with the organizations that have a strong record of accomplishment providing services and operating facilities for homeless people.

3.  Following are the organizations and their contract amounts exceeding $100,000:

Organization      Project            Amount

Transition Projects, Inc.  Winter housing for homeless women    $204,078

Central City Concern    Winter housing for homeless women    $133,965

4.  Total funding for this contract is $338,043 and is available in the BHCD’s FY 2007-08 Fall BUMP One-Time-Only General Fund.

NOW, THEREFORE, the Council directs:

a.  The Bureau Director and Auditor are hereby authorized to enter into a contract with the organizations and for the amounts in substantially the form of Exhibit A attached hereto, for the purpose described above.

b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to BHCD operating fund budget when demand is presented and approved by the proper authority.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt the Salvation Army's ability to provide emergency winter shelter to homeless men; therefore, this ordinance shall be in force and effect from and after its passage by Council.
