ORDINANCE No. 181495

* Amend a subrecipient contract with Transition Projects, Inc. by $260,000 for shelter and transitional housing for homeless people (Ordinance; amend Contract No. 37606)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  Funding for shelter and transitional housing with permanent housing placement services for homeless and chronically homeless people meets the goals and objectives of the Bureau of Housing and Community Development (BHCD).

2.  The Subrecipient has successfully provided shelter and transitional housing to homeless and chronically homeless people.

3.  BHCD desires to grant additional funding to Subrecipient for continuing to provide the programs at Jean’s Place, Glisan Street Shelter, Clark Center, and Community Service Center in the amount of $260,000. The revised contract amount shall not exceed $2,490,740.

4.  Total funding for this contract is available in the BHCD’s FY 2007-08 Fall BUMP.

NOW, THEREFORE, the Council directs:

a.  The BHCD Director and the Auditor are hereby authorized to execute the amendment with Transition Projects, Inc. as described herein.

b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the BHCD operating fund budget when demand is presented and approved by the proper authority.

SECTION 2. The Council declares that an emergency exists because delay in funding would interrupt Transition Projects, Inc.'s ability to provide effective service; therefore, this ordinance shall be in full force and effect from and after its passage by Council.
