ORDINANCE NO. 181494

 

Authorize a contract with GHD, Inc. for creation of Future Infrastructure Needs Model for Asset Management (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The Portland Water Bureau requires consultant services for the creation of a Future Infrastructure Needs Model for Asset Management.

 

2.  The Water Bureau’s Asset Management Group has been developing individual Asset Management Plans with condition assessments, criticality evaluation, asset deterioration curves and service levels.

 

3.  The Water Bureau wishes to create a system-wide Future Infrastructure Needs Model to quantify the maintenance, repair and replacement needs of the entire water system.

 

4.  The results of this work will be rolled into a system-wide Asset Management Plan in 2008 and will help define future budget requirements.

 

5.  The City desires to enter into a formal contract for the creation of a future infrastructure needs model for asset management with GHD, Inc. for a sum not to exceed $150,000.

 

6.  Funding for this project is available in the Water Bureau’s FY 2007-08 Budget.

 

 

NOW, THEREFORE, The Council directs:

 

a.  That the Commissioner-in-Charge and Auditor are authorized to execute on behalf of the City a contract with GHD, Inc. in a form substantially in accordance with the contract attached as Exhibit A.

 

b.  The Mayor and City Auditor are hereby authorized to draw and deliver warrants chargeable to the Water Bureau’s FY 2007-08 Budget, Account No. 521000, Project No. 1817, Center Code 18072158 when demand is presented and approved by the proper authorities.
