ORDINANCE No. 181493
*Authorize contract with Harper Houf Peterson Reghellis Inc. for the development phase of the NE Cully Blvd Improvements from NE Prescott St to NE Killingsworth St (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Cully Boulevard in Northeast Portland is an existing roadway that is shared between automobiles, trucks, bicyclists and pedestrians. Due to the existing roadway configuration, safety for all modes is compromised. Pedestrians and cyclists must travel dangerously close to vehicular traffic, often with only a narrow shoulder and no sidewalks. The existing travel lanes are 12 feet wide. A one-foot shoulder exists on the west side of the road and a four to six-foot wide shoulder exists on the east side of the road. The roadway is classified as a Neighborhood Collector and a Minor Truck Route and carries approximately 5,200 vehicles per day of residential, commercial and industrial traffic. Freight traffic travels on Cully to connect to the Columbia Corridor.
2. The Cully Blvd project will plan, design and rebuild NE Cully Blvd between NE Prescott St. and NE Killingsworth St. Bike lanes, sidewalks with street trees, and on-street parking will provide adequate separation between modes so that traveling along Cully is safer. The project will showcase green street design practices that will result in the City’s first Neighborhood Collector level green street.
3. The project has received $773,000 in Federal Funds allocation in 2007 and is scheduled to receive $1.6 million in an MTIP allocation in 2009. In addition, $1,173,684 in System Development Charges and $275,000 in General Funds revenues to the project. The total amount of funding available to the project to date is $3,821,684.
4. The project development phase will meet with the public and stakeholders to develop a plan for Cully Blvd. The contract for Harper Houf Peterson Reghellis Inc. to do the project development phase is $313,330.87.
5. The Bureau’s level of confidence in the cost estimates for the project development phase is high. The cost estimate for the design and construction will be developed during this development phase.
NOW, THEREFORE, the Council directs:
a. That the Commissioner of Public Utilities and the Auditor are authorized to approve the contract with Harper Houf Peterson Reghellis Inc, substantially in accordance with the contract attached to the original of this Ordinance and, by reference made a part hereof.
b. The Mayor and the Auditor are hereby authorized to draw and deliver warrants chargeable to the Transportation Fund, when demand is presented and approved by the proper authorities.
Section 2. The Council declares that an emergency exists because the federal dollars for this phase have been allocated and need to be spent next year. Consultant can begin work as soon as the ordinance has been approved; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
