ORDINANCE No. 181490
*Authorize Intergovernmental Agreement with Multnomah County for joint ownership and access to the Voluntary Emergency Registry website to ensure the needs of the aging and disabled in times of emergency and disaster are met (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The City of Portland (City) is dedicated to assisting its additional needs populations during times of emergency and disaster.
2. A voluntary registry where individuals may identify themselves and their needs for assistance during an emergency or disaster due to age and/or disability is one of the most effective ways a municipal government can be proactive about its most vulnerable.
3. Ownership, responsibility and maintenance of such a registry would be the shared effort between the Office of Neighborhood Involvement acting on behalf of the City and Aging and Disability Services acting on behalf of the County.
4. Decision regarding the administration of the registry would be made by an oversight committee made up of City and County stakeholders as well as persons with disabilities from the community.
5. It is the desire of the Office of Neighborhood Involvement to enter into this agreement with Aging and Disabled Services to ensure that the needs of the aging and disabled in times of emergency and disaster are being met.
NOW, THEREFORE, the Council directs:
a. That the Director of the Office of Neighborhood Involvement is authorized to execute
an intergovernmental agreement with Multnomah County, attached as exhibit A.
Section 2. The Council declares that an emergency exists because the Voluntary Emergency Registry is already being utilized by the public and is a necessary tool for various City and County emergency response agencies in a disaster; therefore, this ordinance shall be in full force from and after its passage by council.
