ORDINANCE No. 181489

Authorize an Intergovernmental Agreement with Metro to enable the City to obtain imagery and data from the Aerial Photography Consortium (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  The Aerial Photo Consortium consists of local governments and non-profit groups in the Portland area. Metro is the lead partner of the Consortium and the City is a member. The Consortium was formed in 1999 after a meeting of the Regional GIS Coordinating Committee where several area governments expressed interest in a joint purchase program, since each year Metro and other governments within the Portland metropolitan area purchase aerial photography and allied products in support of many varied planning, transportation, construction, facility management, land management programs and related projects.

2.  The Consortium enables the joint purchase of digital aerial photography, digital terrain models, vector contour data sets and other similar items required by Consortium members. The intent of the Consortium is to provide for a cost-effective means to acquire these products. Metro purchases on behalf of the Consortium. The costs are then prorated among the participating Consortium members.

3.  This IGA allows Metro to invoice the City for its prorated share of the products it purchasing; and for the City to pay Metro.

4.  This IGA extends through May 31, 2012.

NOW, THEREFORE, the Council directs:

a.  The Director of the Bureau of Technology Services is hereby authorized to enter into an IGA with Metro, in a form substantially in accordance with the agreement attached as Exhibit A.
