ORDINANCE No. 181467

* Accept a $242,000 grant from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance for the Gang Resistance Education and Training Western Regional Training Center for program expenses (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  The Bureau of Justice Administration (BJA) grant will provide funding for the Gang Resistance Education and Training (GREAT) Western Regional Training Center.

2.  The Portland Police Bureau program administers GREAT trainings for the Western Region, which is comprised of Alaska, California, Washington and Oregon.

3.  The Portland Police Bureau has served as the Regional Training Administrator for the Western Region under grant funding from the BJA since 1998.

4.  The grant award provides a maximum of $242,000 to fund program expenses, including two 0.90 FTEs, travel, supplies and intra-agency expenses required to operate the GREAT Regional program.

5.  The Bureau will provide the remaining ten percent of costs for the two full time personnel (Regional Administrator and the Assistant Regional Administrator) for the period of the grant, July 1, 2007, through September 30, 2008.

NOW, therefore, the Council directs:

a.  The Mayor and City Auditor are hereby authorized to accept this grant from the U.S. Department of Justice Bureau of Justice Administration in a form substantially in accordance with the Grant Award and Special Conditions attached as Exhibit A.

Section 2. The Council declares that an emergency exists because delay in proceeding with this agreement may result in not receiving funding; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
