ORDINANCE No. 181463

*Authorize contract with Practice Manager Group, LLC for law office software (Ordinance)

The City of Portland ordains:

Section 1.  The Council finds:

1.  The City Attorney’s Office requires software for document management and document assembly to promote efficiency and remain competitive with opposing counsel and provide better internal customer service to City bureaus. Such software is also required for efficient creation of reports and other documents to facilitate law office management.

2.  The City Attorney’s Office retained Legal Information Management LLC (LIM), a nationally recognized consultant, to assess the office’s needs and to identify software products for evaluation.

3.  An evaluation conducted by LIM in conjunction with BTS technical experts concluded that Practice Manager is the only software product that meets the functional requirements of the City Attorney’s Office and is compatible with the technical and software environment in which the software must operate. Based on this analysis, the Bureau of Purchases authorized processing this as a sole source procurement and followed the procedure for sole source procurements without any protests being made.

4.  Funds for this purchase are contained within the budget, including a carryover from the FY2006-2007 budget authorized on December 5, 2007.

NOW, THEREFORE, the Council directs:

a.  The Mayor and the Auditor are hereby authorized to execute a contract between the City and Practice Manager Group in a form substantially similar to the attached Exhibit A, at the purchase price, support rates and licensing rates specified in Exhibit A.

b.  The Mayor and the Auditor are hereby authorized to draw and deliver checks chargeable to the City Attorney's Office FY2007-2008 budget when demand is presented and approved by the proper authorities.

Section 2.  The Council declares that an emergency exists because completing this transaction before the end of the calendar year will enable the City to obtain the required services at a lower price than will be available after January 1, 2008; therefore, this ordinance shall be in full force and effect from and after its passage by Council.
