The purpose of the CLG grant program is to assist local governments with their historic preservation programs. The grants consist of federal and state funds and require a 50/50 match of local funds or donated services/supplies, including staff and preservation commission members’ time. Grants are restricted to local governments that have been "certified" by the State Historic Preservation Office and the National Park Service or that are in the process of becoming certified in the coming year. Grants are awarded on a non-competitive basis in order to ensure that all local programs benefit. Grant awards may be less than requested in the grantee’s application. Grant awards are not expected to exceed $24,000 based on fund availability.

This Historic Preservation Fund grant application requests funding to supplement the City’s historic resources program. The ongoing work of this program includes local review of National Register applications and providing information to the public about historic resources in Portland. The latter includes providing online resources and educational outreach to neighborhood groups and individual property owners interested in National Register listing. During three CLG grants -- FY 2004-2005, 2005-2006, and 2006-2007 -- the Planning Bureau partnered with another public agency, Portland Parks and Recreation, to survey, inventory, and evaluate City-owned properties of historic significance. The current proposal aims to continue the effort to evaluate public properties for their historic significance, both in partnership with another public agency and as part of an area-wide study of outer East Portland. Additionally, this proposal seeks funds to expand a historic resources database and enhance public access to it via a web-based interface.

2. RECONNAISSANCE LEVEL SURVEY -- Systematic architectural survey conducted by professional consultants or archaeological survey conducted by qualified archaeologists. (See professional requirements in Appendix A.) Architectural survey products include photographs of all buildings in the survey area (old and new), a survey map, completed SHPO survey data forms (data in electronic format also recommended), and a survey report with recommendations for future research. The consultant rate is usually $25-$60 per building. Archaeological surveys must generate a survey report and appropriate site and isolate find forms required by SHPO. The documentation must meet state standards; volunteer or student work must be checked by a preservation professional.

3. INTENSIVE LEVEL SURVEY -- Historical documentation of "potentially eligible" buildings identified in the reconnaissance survey, OR, systematic archaeological survey involving comprehensive survey of all areas within survey boundaries. Archaeological surveyors and paid historical site surveyors must meet professional requirements (see Appendix A). The documentation must meet state standards; volunteer or student work must be checked by a preservation professional. 6. PRESERVATION PLANNING -- Establishing and updating local historic preservation plans, and related activities. If proposing to become a Certified Local Government, relate activities to meeting CLG requirements.
Product or Activity: This preservation planning work is centered in outer East Portland. It follows up on a selective Reconnaissance-level survey of publicly owned properties, identification of threatened/opportunity areas, and synthesis of area-wide information (e.g., history, maps, development patterns), currently underway and to be completed under HPF 06-07. The work will focus on subparts and/or specific neighborhoods in the East Portland area that were identified as significant for their historic values or as threatened for other reasons, such as infill development. Survey information and other property data collected as part of this project will be incorporated into the comprehensive Historic Resources database, as identified under item #10 in this grant proposal.

7. REVIEW AND COMPLIANCE -- local review of proposals for demolition, exterior alterations, and new construction projects; design review: development, publication and implementation of design standards or guidelines; revision of preservation ordinances, etc.
Product or Activity: This activity is an ongoing responsibility of the City of Portland as a CLG. It includes local review of National Register and Special Assessment applications submitted within the jurisdiction and staff support to the Portland Historic Landmarks Commission (HLC). Figures from the previous fiscal year have been used to provide a basis for establishing the amount of time required to conduct such reviews. In addition, staff routinely provides information and educational materials to property owners seeking National Register designation or Special Assessment status.

8. PRE-DEVELOPMENT -- Preparation of feasibility studies, working drawings and specifications for the rehabilitation, preservation and stabilization of properties eligible for the National Register. Projects must meet state and federal rehabilitation standards and should be performed by appropriate professionals (i.e., architects or engineers; see professional requirements, Appendix A).

The Portland Water Bureau is engaging in a multi-year asset management planning program for water service infrastructure within the National Register-listed Mt. Tabor Reservoirs Historic District. Grant funds will be used to obtain technical consultant services to assist with the preparation of a historic structures report and preservation plan for contributing above-ground features (e.g. retaining walls, iron fences and lighting fixtures) associated with Reservoir Number 1, the oldest of the reservoirs and the one most in need of maintenance. The historic structures report will provide technical guidance that will help ensure that needed maintenance, structural and security improvements preserve and enhance historic values within the Historic District. This project continues ongoing CLG grant-funded efforts by multiple City bureaus to inventory and develop management plans for City-owned historic resources.

There are two activities and products under this proposal:
1) One Portland Historic Landmarks Commission (HLC) member will attend a training session or conference, as decided by the commission members. This opportunity will enhance the HLC’s work in local preservation efforts. If no commissioner is able to attend an event, these funds will be used for another appropriate opportunity that supports the activities of the commission.
2) The Bureau of Planning is developing a new comprehensive Historic Resources Database that will provide a unified source of historic resource information for City staff, assisting with preservation ordinance implementation and preservation planning and research. Grant funds will be used to develop enhanced public access to the database through creation of a web-based interface. The web interface will: provide direct citizen access to standard site-specific historic resource information; enable download of scanned National Register nomination forms, inventory sheets and images; and cross-link to related GIS and database systems that provide information such as current zoning and land use review histories.

Note: Consultants hired for CLG projects should meet the following qualifications.
In the following definitions, a year of full-time professional experience need not consist of a continuous year of full-time work but may be made up of discontinuous periods of full-time or part-time work adding up to the equivalent of a year of full-time experience.
Archaeologist
(a) Prehistoric Archaeology - Graduate degree in Anthropology or Prehistoric Archaeology, plus 2.5 years full-time professional experience; or (b) Historic Archaeology - Graduate degree in Anthropology or Historic Archaeology, plus 2.5 years full-time professional experience.
Architect, Historic
(a) State Government-recognized license to practice Architecture plus 2 years full-time professional experience; or (b) a Masters of Architecture degree with course work in Historic Preservation or a closely related field, plus 2 years full-time professional experience; or (c) a Bachelor's of Architecture with one year of graduate study in Historic Preservation or a closely related field plus 2 years full-time professional experience.
