ORDINANCE NO. 180746

 

*Authorize contract with the U.S. Geological Survey for streamflow and water quality monitoring in the Bull Run watershed without advertising for bids (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The Bureau of Water Works has had ongoing cooperative agreements with the U.S. Geological Survey since 1972 for the collection of streamflow and water quality data in the Bull Run Watershed.

 

2.  The Bureau of Water Works requires the services and information provided by the U.S. Geological Survey in order to monitor the flows and water quality in the Bull Run Watershed.

 

3.  The total cost of professional services to be provided under this cooperative agreement for the Federal Fiscal Year 2007 is $178,900, with $89,450 contributed by the U.S. Geological Survey, and $89,450 to be paid by the Bureau of Water Works.

 

4.  These particular services are unique for use in connection with services already being utilized by the City and it is therefore impractical to obtain competition, and is in the public interest for the U.S. Geological Survey to provide the necessary materials and services as set forth above without advertising for bids.

 

NOW, THEREFORE, The Council directs:

 

a.  That the Commissioner-in-Charge and Auditor are authorized to execute on behalf of the City an agreement with the U.S. Geological Survey, without advertising for bids, substantially in accordance with the form of the agreement attached as Exhibit 1, one original of said agreement to be provided to the U.S. Geological Survey, Water Resources Division, 10615 SE Cherry Blossom Drive, Portland, Oregon 97216 (Attn. Steve Winkler).

 

b.  Of the costs for the work herein: 75% shall be charged to the FY 2006-07 Water Fund, Bureau of Water Works, Center Code 18098231, Account 521000; and 25% shall be charged to the FY 2007-08 Water Fund, Bureau of Water Works, Center Code 18098231, Account 521000, subject to appropriation in the FY 2007-08 budget.

 

 

Section 2. The Council declares that an emergency exists because a delay in continuing this monitoring could cause a loss of information necessary for making timely decisions about water supply operations. Therefore this ordinance shall be in full force and effect from and after its passage by the Council.
