ORDINANCE NO. 180741
* Amend contracts with three projects totaling $212,000 for the provision of services in support of the 10-Year Plan to End Homelessness and provide for payment (Ordinance; amend Contract Nos. 37102, 36389 and 37104)
The City of Portland ordains:
Section 1. The Council finds that:
The City is committed to ending chronic homelessness.
1. The objective of the Bureau of Housing and Community Development’s Key Not a Card Initiative is to quickly move chronically homeless households off the streets and into permanent housing.
2. In August 2006 the Bureau issued the Key Not A Card Phase II Request for Proposals to fund non-profit organizations that make compelling cases they could immediately implement and successfully operate Housing First services providing rent assistance and social services to chronically homeless households.
3. A total of 6 proposals were received and reviewed by an evaluation committee.
4. The following three projects were selected through a competitive process for contract award:

5. The selected organizations have existing contacts for the provision of related services and by amending these contracts the City is exercising the most efficient use of City resources.
6. Contracts shall be amended to add the projects described in Section 5 as follows:

7. Funds have been appropriated in the bureau’s approved FY 2006/07 budget and FY 06-07 Fall BuMP.
NOW THEREFORE, the Council directs that:
a. The Bureau Director and Auditor are authorized to execute amendments to the above referenced subrecipient agreements, in substantially the form of Exhibit A attached hereto, for the purpose described in Sections 1.
b. The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the BHCD operating fund budget when demand is presented and approved by the property authority.
Section 2. The Council declares that an emergency exists because the program funds must be obligated within required timeframes; therefore this ordinance shall be in force and effect from and after its passage by Council.
