ORDINANCE NO. 180737

 

* Authorize subrecipient contract with Caritas Housing Initiatives LLC for $300,524 to provide assistance in the rehabilitation of its community residence and provide for payment. (Ordinance)

 

The City of Portland ordains:

 

SECTION 1. The Council finds that:

 

1.  The City has been awarded funds from the Housing Opportunities for Persons with AIDS (HOPWA) program of the U.S. Department of Housing and Urban Development (HUD) to fund projects within a seven county area to assist individuals with HIV/AIDS.

 

2.  Caritas Housing Initiatives LLC is an experienced developer of affordable housing in Portland.

 

3.  Caritas has applied for and was awarded a grant from the City to be used to acquire and develop a total of 12 units of Permanent Supportive Housing at Howard House, as specified in the Regulatory Agreement signed on August 30, 2006.

 

4.  Funding for this Agreement is available in the FY 2005-06 Bureau of Housing and Community Development (BHCD) budget in the HOPWA Service Area under Housing Development.

 

NOW, THEREFORE, the Council directs:

a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Caritas for Persons with HIV/AIDS in a form substantially in accordance with the Agreement attached as Exhibit A (attached to original ordinance only).

 

b. The Mayor and City Auditor are hereby authorized to pay for said contract from the HOPWA fund.

 

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Caritas’ ability to develop the sub-acute care Housing for Persons with HIV/AIDS; therefore, this ordinance shall be in force and effect from and after its passage by Council.
