ORDINANCE NO. 180726
* Amend subrecipient contract with Cascade AIDS Project by an additional $16,122 for the Supportive Housing Program and provide for payment (Ordinance; amend Contract No. 36960)
The City of Portland ordains:
SECTION 1. The Council finds that:
1. The City has been awarded funds from the Housing Opportunities for Persons with AIDS (HOPWA) program of the U.S. Department of Housing and Urban Development to fund projects to assist individuals with HIV/AIDS within a seven-county area known as the Portland EMA.
2. Cascade AIDS Project (CAP) submitted a proposal to provide the following services within the Portland EMA: the supportive housing program for people living with HIV and AIDS.
3. BHCD executed subrecipient contract no. 36960 with CAP to provide housing supportive services.
4. The established increase is $16,122 for a total compensation not to exceed $502,368 to continue to provide CAP with funds for housing support services.
NOW, THEREFORE, the Council directs:
a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Cascade AIDS Project for the Supportive Housing Program in a form substantially in accordance with the agreement attached as hereto Exhibit A (attached to the original ordinance only).
b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Bureau of Housing and Community Development HOPWA Fund.
Section 2. The Council declares that an emergency exists because delay in funding would interrupt CAP's ability to provide rent assistance; therefore, this ordinance shall be in force and effect from and after its passage by Council.
