ORDINANCE No. 180719
Authorize an Intergovernmental Agreement with the Tri-County Metropolitan Transportation District to provide for enhanced security and cleaning during construction of light rail facilities on 5th and 6th avenues. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. As part of the Regional Transportation Plan (RTP) the City and Tri-County Metropolitan Transportation District (TriMet) have planned for the construction of light rail facilities on 5th and 6th Avenues extending from NW Glisan street to SW Jackson street, this is known as the “Portland Transit Mall”.
2. Construction on the Portland Transit Mall will begin in January of 2007 and continue through approximately November of 2008.
3. During the period the Portland Transit Mall is under construction bus service will be relocated to 4th and 3rd avenues, the “interim transit mall”.
4. It is in the interest of the City and TriMet to ensure that there is an enhanced security and cleaning effort on the both the transit mall and the interim transit mall.
5. TriMet will provide enhanced cleaning services on the transit mall and the interim transit mall.
6. TriMet will provide enhanced security services on the transit mall.
7. TriMet and the Portland Office of Transportation desire to enter into an intergovernmental agreement that identifies the services to be provided and establishes a cost sharing arrangement for these services.
8. The City’s contribution to the enhanced services for the calendar year 2007 is $500,000.00.
9. The Portland Office of Transportation has funding in its parking meter fund available to contribute the City’s share.
NOW, THEREFORE, the Council directs:
a. The Mayor and City Auditor are authorized to enter into an Intergovernmental Agreement with the Tri-County Metropolitan Transportation District, in a form substantially in accordance with the agreement attached as Exhibit A.
b. The Mayor and Auditor are hereby authorized to draw and deliver checks to the Tri-County Metropolitan Transportation District chargeable to the Portland Office of Transportation parking meter fund.
