ORDINANCE No. 180710
* Authorize application to the U. S. Department of Energy for a $200,000 Solar America Initiative Solar City Strategic Partnerships grant to fund activities to further the market expansion of solar within the City (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The United States Department of Energy seeks to provide grants to help accelerate the adoption of solar technology at the local level by engaging city governments as important end users of energy, key intermediaries to other end users within their jurisdiction, and regulatory entities.
2. Renewable energy, including solar, presents a promising opportunity to advance key environmental goals while supporting local economic development.
3. Since 1990, with the passage of Ordinance 162975, the City has had a stated policy to “support environmentally acceptable, sustainable energy sources, especially renewable resources such as solar.”
4. The City’s Office of Sustainable Development will administer this grant, if awarded, in order to implement the project.
NOW, THEREFORE, the council directs:
a. The Commissioner of Public Affairs and Auditor are hereby authorized to make application to the United States Department of Energy Department for a Solar America Initiative Solar City Strategic Partnerships grant in the amount of $200,000.
b. The Commissioner of Public Affairs and Auditor are authorized to provide such information and assurances for the grant period.
Section 2. The Council declares that an emergency exists because of the deadline for submission of grant proposals to the United States Department of Energy Department. Therefore this ordinance shall be in full force and effect from and after its passage by the Council.
