Authorize Grant Agreement with the Friends of Tryon Creek State Park to partner on three watershed projects (Ordinance)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  On March 8, 2006, the Council adopted the 2005 Portland Watershed Management Plan which describes actions for watershed health including citizen led activities such as stormwater management, revegetation, education, involvement and stewardship.

 

2.  Much of the success of the Watershed Plan will rely on the extent of citizens and community participation. The Friends of Tryon Creek and the Tryon Creek Watershed Council are citizen- based groups providing education and stewardship projects throughout the watershed.

 

3.  The Friends of Tryon Creek and the Tryon Creek Watershed Council have mutual interests with the City related to the health of Portland rivers and watersheds.

 

4.  The Bureau of Environmental Services (BES) has been successfully partnering with the Tryon Creek Watershed Council and the Friends of Tryon Creek State Park since 1995 to educate and involve citizens in watershed issues.

 

5.  The established cost is $49,897. Funds are available in the Sewer System Operating Fund, FY 2006-07, 2007-08, and 2008-2009 Budgets; BES Center Codes 145-32-040 ($20,000 FY 06-07) and 145-32-045 ($29,897 FY 06-07, 07-08, and 08-09) Account 529000.

 

6.  The Bureau of Environmental Services and the Friends of Tryon Creek State Park have agreed to continue their partnership through the attached FY 06-07, 07-08, and 08-09 grant agreement. The Friends of Tryon Creek State Park will: provide the Tryon Creek Watershed Council with staff support for community outreach/restoration projects, provide interpretation for the Hwy 43 culvert replacement project, realign a trail near the Iron Mountain project site, provide education materials to the community, hire a contractor to design brush dams and supervise volunteers, and hold brush dam workshops.

 

NOW, THEREFORE, the council directs:

 

 a. The Bureau Director and Auditor are authorized to execute a grant agreement with the Friends of Tryon Creek State Park for the purpose described in Section 1, in the amount of $49,897.

 

b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.
