Authorize Intergovernmental Agreement with Portland State University to coordinate Community Watershed Stewardship Grants (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Portland City Council adopted the Clean River Program on April 6, 1990. Major elements of the program were environmental partnerships, outreach, and education.
2. On May 10, 1995, the Council reviewed the Bureau's Clean River Action agenda that reaffirmed the goals of the Clean River Program and set specific actions for BES to pursue.
3. On March 8, 2006, the Council adopted the 2005 Portland Watershed Management Plan, which describes actions for watershed health including citizen led activities such as stormwater management, revegetation, education, involvement and stewardship.
4. Portland State University has mutual interests with the City related to improving Portland’s watersheds, involving students and community members in the care of watersheds, collaborating with public and private agencies, and providing opportunities for students to learn via community service.
5. The Bureau of Environmental Services and Portland State University have agreed to continue this partnership through the attached FY06-07 Intergovernmental Agreement. Portland State University will provide a graduate assistant and adjunct faculty to coordinate the Community Watershed Stewardship Grant Program. The student and faculty assist community groups to develop grant projects, apply for funding and to carry out the projects. The established cost is $35,000. Funds are available in the Sewer Operating Fund, FY06-07 budget, Bureau of Environmental Services, Center Code 145-32-008 ($25,000) and 145-32-040 ($10,000) Account 529000.
NOW, THEREFORE, the council directs:
a. The Commissioner of Public Utilities and Auditor are authorized to execute an Intergovernmental Agreement with Portland State University for the purpose described in Section 1, in the amount of $35,000.
b. The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.
