ORDINANCE No. 180705

 

    Amend Joint Funding Agreement with the U.S. Geological Survey to evaluate toxics in sediment and water in the Columbia Slough (Ordinance; amend Contract No. 35735)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The City is required by the Federal Clean Water Action to implement Total Maximum Daily Loads (TMDLs) for ten parameters in the Columbia Slough. In addition, the City is under the Voluntary Clean Up Program with DEQ to address contaminated sediments in the Columbia Slough.

 

2.  Semi-permeable membrane devices (SPMDs) allow the measurement of minute concentrations of organic pollutants in water and released from sediment. Results from this study will allow the City to implement adaptive and cost-effective management strategies to optimize watershed health.

 

3.  The U.S. Geologic Survey (USGS) is uniquely qualified to conduct the investigation and analysis of the data. In addition, the 50/50 cost share Joint Funding Agreement (JFA) with the USGS maximizes the use of City resources. An amendment is needed to complete sediment data analysis.

 

4.  The established cost of the amendment is $7,600. Funds are available in the Sewer System Operating Fund, FY 2006-07 Budget, Bureau of Environmental Services, Center Code 145-31-001, Account No. 529000.

 

NOW, THEREFORE, the council directs:

 

 a.  The Director of the Bureau of Environmental Services, or his designee, is authorized to execute an amendment to agreement number 35735 with the U.S. Geologic Survey for the purpose described in Section 1, in the amount of $7,600.

 

 b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.
