ORDINANCE NO. 180704
* Authorize an Intergovernmental Agreement between Housing Authority of Portland and Portland Police Bureau to provide police officer patrol services at New Columbia housing sites (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Housing Authority of Portland (HAP) has coordinated the New Columbia Community Policing Team, which emphasizes a community policing approach toward law enforcement, public safety, and community livability.
2. PPB wishes to enter into an intergovernmental agreement (IGA) with the Housing Authority of Portland in which PPB will provide officer patrol services to the New Columbia housing sites in exchange for expense reimbursement from HAP.
3. The “New Columbia Community Policing Team” program is the collaborative effort of Portland Police Bureau, HAP, New Columbia property management, the Portland Office of Neighborhood Involvement, and Portland Public Schools.
4. The IGA period is October 1, 2006 through September 30, 2008.
NOW, therefore, the Council directs:
a. The Mayor and City Auditor are hereby authorized to execute an IGA between the City of Portland and Housing Authority of Portland in order to provide policing services to the New Columbia housing sites.
Section 2. The Council declares that an emergency exists because delay in proceeding with executing the IGA may impact program implementation; therefore this ordinance shall be in force and effect from and after its passage by the Council.
