ORDINANCE No. 180692
*Authorize an Intergovernmental Agreement with Oregon Public Employees Retirement System to establish coverage for police and fire employees hired and sworn after January 1, 2007 (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The City of Portland has been a participating member of the Oregon Public Employees Retirement System (PERS) since 1952.
2. The sworn members of the Portland Bureau of Police and Bureau of Fire, Rescue and Emergency Services were exempted from coverage by PERS.
3. A City Charter amendment was passed by the citizens of Portland on November 7, 2006 directing that all new sworn personnel hired after January 1, 2007 to the Bureau of Police and the Bureau of Fire, Rescue and Emergency Services become members of the PERS Oregon Public Service Retirement Plan (OPSRP) for retirement benefits.
4. The Charter amendment takes effect on January 1, 2007.
5. The City wishes to enter into an agreement with the Oregon Public Employees Retirement System for the purpose of providing retirement benefits for all new sworn hires to the Bureau of Police and the Bureau of Fire, Rescue and Emergency services after January 1, 2007.
NOW, THEREFORE, the Council directs:
a. The Mayor is authorized to execute on behalf of the City of Portland the Intergovernmental Agreement, attached hereto as Exhibit A.
b. The Mayor and the Auditor are hereby authorized to draw and deliver warrants in accordance with the provisions of the Intergovernmental Agreement.
Section 2. The Council declares that an emergency exists in order that the Intergovernmental Agreement may be executed without delay; therefore, this ordinance shall be in force and effect from and after its passage by City Council.
