ORDINANCE No. 180674
*Authorize an Intergovernmental Agreement with Multnomah County for the Technical Assistance Program to assist small certified businesses on construction projects (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The City has signed Intergovernmental Agreements with, the Portland Development Commission, and the Housing Authority of Portland to jointly participate in the Technical Assistance Program that provides assistance to small certified businesses working on construction projects.
2. Multnomah County has adopted the Technical Assistance Program, and has been a participant since 1996. Multnomah County wishes to continue its participation in the Program; therefore, we will need to sign an updated Intergovernmental Agreement. .
3. The proposed IGA would permit the City to provide program management services through the Bureau of Purchases’ Outside Services Group. Staff from Multnomah County, the Housing Authority of Portland, and the Portland Development Commission will be involved in all stages of program evaluation and monitoring. Multnomah County has been represented in the program since 1996.
4. Multnomah County has agreed to pay $42,000 to participate in the Technical Assistance Program.
5. Multnomah County has authorized its participation in the attached IGA.
NOW, THEREFORE, The Council directs:
a. The Mayor and Auditor are hereby authorized to execute an Intergovernmental Agreement with Multnomah County to continue participation in the Technical Assistance Program. The Agreement shall be in a form substantially similar to the proposed IGA that has been attached as Exhibit A by reference made part of it.
b. The Bureau of Purchases is directed to carry out this IGA on behalf of the City.
Section 2. The Council declares that an emergency exists because Multnomah County has previously authorized execution of the IGA and it is important that Multnomah County be able to begin full implementation of this program with the City’s assistance; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
