ORDINANCE NO. 180618
* Authorize subrecipient contract for three projects totaling $700,000 for the provision of services in support of the 10-Year Plan To End Homelessness and provide for payment (Ordinance)
The City of Portland ordains:
Section 1. The Council finds that:
1. The City is committed to ending chronic homelessness.
2. The objective of the Bureau of Housing and Community Developmentās Key Not a Card Initiative is to quickly move chronically homeless households off the streets and into permanent housing.
3. In August 2006 the Bureau issued the Key Not A Card Phase II Request for Proposals to fund non-profit organizations that make compelling cases they could immediately implement and successfully operate Housing First services providing rent assistance and social services to chronically homeless households.
4. A Review Committee of informed community volunteers reviewed and ranked the proposals and submitted funding recommendations to the Bureau's Commissioner in Charge. In turn, he instructed the Bureau to contract with three organizations that submitted compelling project applications.
5. The 3 projects were selected through a competitive process with an independent review committee and require Council action (see Attachment A). They are based on local and national best practices to successfully end the experience of homelessness for those who have been living with disabilities and on the street for extended periods of time.
6. The approved projects (Attachment A) of the Key Not A Card Initiative will begin operations as early as November 1, 2006 and will operate through June 30, 2008.
7. The approved FY 2006/07 budget of the Bureau of Housing and Community Development allocated up to one million dollars of Housing Investment funds for the Initiative. The City would like to allocate $700,000 of these Housing Investment funds for the three contracted sub-recipients.
NOW THEREFORE, the Council directs that:
a. The Commissioner of Public Works is hereby authorized to enter into contracts with the attached list of contractors for $700,000 to assist chronically homeless adults and families. Contracts will be for 20 months in duration.
b. The Mayor and City Auditor are hereby authorized to pay for said contracts from the City of Portland Housing Investment Funds.
Section 2. The Council declares that an emergency exists because the program funds must be obligated within required timeframes; therefore this ordinance shall be in force and effect from and after its passage by Council.
