Authorize an Intergovernmental Agreement with Portland Public Schools to provide support for TLC-TnT summer camp program (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The activity of youth gangs in Portland neighborhoods is detrimental to neighborhood improvement and stability.

 

2.  The City Council and the PPS School Board have identified the need to provide self-esteem, academic and recreational services to at-risk and gang-affected youth, especially during the out-of-school hours.

 

3.  Portland Parks & Recreation has the responsibility to plan, coordinate, collaborate and conduct youth and after school programs, within the City of Portland, in park and school facilities. A Joint Use Agreement exists between PPS and PP&R.

 

4.  It is the intention of the City to assist Portland Public Schools with its youth development goals in various ways. PPS will provide space and custodial services at two school locations for TLC-TnT day camps.

 

5.  The City and Portland Public Schools are committed to the long-standing Joint Use Agreement and this collaborative partnership for the TLC-TnT day camp program has been in existence for over a decade.

 

6.  PPS will provide all planning, start-up, hiring, supervision, training, coordination, publicity and evaluation and reporting for the TLC-TnT day camp program which involves 140 youth campers and peer mentors. Portland Parks & Recreation wishes to continue their partnership by providing funding in the amount of $18,981 for Fiscal Year 2006-2007.

 

NOW, THEREFORE, the Council directs:

 

a.  The Commissioner-in-Charge of Portland Parks and Recreation and the Auditor are authorized to execute an agreement substantially in the form of the attached agreement on behalf of the City with Portland Public Schools for partial funding of the TLC-TnT day camp program for summer 2006.

 

b.  The Mayor and the Auditor are authorized to draw and deliver warrants pursuant to this contract when demand is presented and approved by the City Project Manager.
