RESOLUTION No. 36426 AS AMENDED

 

Accept report titled Bicycle-Related Industry Growth in Portland and reaffirm the Cycling Industry status as a target industry in the City economic development plans (Resolution)

 

WHEREAS, the City of Portland recognizes that bicycling, as a mode of transportation, provides substantial benefits to the City and its residents, including reduced air and water pollution, reduced traffic congestion, and reduced parking demand. Other public benefits include increased mobility and lower transportation costs for lower-income or transportation disadvantaged citizens; and

 

WHEREAS, Alta Planning, under the guidance of Mia Birk, has recently completed an evaluation of the economic contributions of the fast-growing bicycle industry and conservatively estimated that this tradable sector market niche currently contributes $63 million to Portland, a figure which is rapidly growing; and

 

WHERAS, the bicycle industry is an innovative and dynamic sector of the economy that contributes to the economic vitality of our City while simultaneously promoting bicycling as a mode of personal transportation, as well as all of the aforementioned benefits of that mode; and

 

WHEREAS, in 2001, the City of Portland directed the Portland Development Commission (PDC) to develop and see through a “Strategy for Economic Vitality” which focuses efforts on so-called “target industries;” and

 

WHEREAS, PDC has designated a Footwear, Activewear, Outdoor Gear, Cycling target industry in its Economic Development Strategy and economic development efforts for the City of Portland; and

 

WHEREAS, it is in the City’s best interest to foster the development of this fast-growing market niche, as it is a strategic economic investment that would contribute to both the City’s economy and its transportation goals; and

 

NOW, THEREFORE, BE IT RESOLVED, that the City of Portland recommends the City Council accept the Bicycle-Related Industry Growth in Portland Report; and

 

BE IT FURTHER RESOLVED, that the City Council directs the Commissioner-in-Charge of the Portland Office of Transportation to return to Council within six months and present a plan to grow the bicycle-related industry in the City of Portland.
