ASSESSMENTS OF THE REFORMED FPD&R SYSTEM
Disability System
RECORDS STANDARDIZATION: FPD&R will be required to keep disability claims records in the same manner as the Risk Management Department keeps the Workers’ Compensation records to allow for valid and accurate comparisons.
• Timeline: within 6 months of voter approval of reforms the FPD&R system.
INITIAL ASSESSMENT OF THE SYSTEM: An Initial audit, using an outside independent expert in disability management, should be conducted to create benchmarks for comparisons of the system going forward and an additional assessment should be conducted to determine whether the system is meeting the benchmarks should be conducted.
• Timeline: After the records are standardized (estimated 6 months), an initial audit should immediately be conducted. A follow-up audit to assess whether benchmarks are being met should be performed within 12 months.
PUBLIC REPORT TO COUNCIL: 18 months after the reforms are effective the Council and the public should have a report how the reforms are working.
FACTORS TO ASSESS SYSTEM: Comparisons should be based on comparisons to disability system at the City and to other state disability systems covering public safety officers, and should, at minimum compare the following factors:
• Administrative costs
• Average cost per claim
• Average claim length
• Denial rates
• Medical costs
Assessments of system should also include return to work efforts, and cost allocation to bureaus through intergovernmental agreements
Pension System
• Comparison of OPSRP return rates on IAP to the average return on City investments
• Annual tracking of entry ages into the police & fire bureaus
• Annual tracking of retirement ages into the police & fire bureaus
