RESOLUTION NO. 36395
Adopt the National Incident Management System guidelines, protocols and standards to manage critical incidents and events that threaten life and property in the City (Resolution)
WHEREAS, on March 1, 2004 the Department of Homeland Security (DHS) approved the National Incident Management System (NIMS) as a consistent nationwide approach to managing domestic incidents. The NIMS approach is applicable for Federal, Tribal, State and Local governments to work effectively and efficiently together to prepare for, prevent, respond to, and recover from domestic incidents, regardless of cause, size, or complexity; and
WHEREAS, the City of Portland is formally recognizing NIMS and adopting the NIMS principles and policies; and
WHEREAS, adoption of NIMS by state and local agencies is a condition for receiving federal preparedness assistance funds such as Urban Area Security Initiative (UASI), Office of Domestic Preparedness (ODP) grants, other DHS grants, contracts, and other activities beginning in FY 2005; and
WHEREAS, NIMS provides a structure and process to effectively coordinate responders from multiple disciplines and levels of government using common doctrine, terminology, concepts, and principles, which are applicable to all hazards; and
WHEREAS, NIMS is comprised of three components; 1) The Incident Command System (ICS) which is a standard, on-scene, all-hazard incident management concept 2) Public Information Systems, which includes the processes, procedures, and systems for communicating timely and accurate information to the public during emergency situations and 3) Preparedness, which involves all of the actions required to establish and sustain the level of capability necessary to execute a wide range of incident management operations; and
WHEREAS, adoption of NIMS will progress in stages; each stage will be referenced against standards; training criteria associated with the functions or tasks; the availability of training programs and technical assistance, and the provision of evaluation methods that jurisdictions may use to review and assess their programs against NIMS requirements. Implementing NIMS is a dynamic process and maintenance will be required on an ongoing basis, not a single action program: and
WHEREAS, DHS has outlined the important steps that local entities should take during FY 2005, 2006, and 2007 to be compliant with NIMS
NOW, THEREFORE, BE IT RESOLVED, that the Portland City Council adopts the National Incident Management System in compliance with Federal requirements to the maximum extent possible.
BE IT FURTHER RESOLVED, that the City of Portland will meet the Minimum FY 2005 NIMS Implementation Requirements:

BE IT FURTHER RESOLVED, that the city will incorporate NIMS concepts, ICS, into existing training programs and exercises; use federal preparedness funding to support NIMS implementation at the local level; incorporate NIMS concepts into Emergency Operations Plans; Promote and establish regional, and Intrastate mutual aid agreements and contracts; coordinate and provided technical assistance to our bureaus regarding NIMS; and institutionalize the use of the ICS.
BE IT FURTHER RESOLVED, that the city will comply with the 2005 NIMS compliance provision to complete the NIMS Basic Awareness Course training, establish a NIMS baseline by determining which NIMS requirements the city current meets, establish a timeframe for compliance, develop a strategy for full NIMS implementation, and document progress.
BE IT FURTHER RESOLVED, that the City of Portland will meet the Minimum NIMS requirements for FY 2006 and FY 2007.
