RESOLUTION No. 36393
Adopt the recommendations in the Memorandum of Understanding between AFSCME Local 189–2 and the City on behalf of the Bureau of Emergency Communications (Resolution)
WHEREAS: The Bureau of Emergency Communications is the critical link between the citizens of Portland and surrounding communities and fire, police and medical emergency services in times of emergency; and
WHEREAS: The Bureau of Emergency Communications responds to a large volume of non-emergency inquires from the citizens of Portland and surrounding communities; and
WHEREAS: The Bureau of Emergency Communications has not been fully successful in attaining a fully staffed workforce and retaining fully trained employees due to any number of reasons, including compensation, work schedules, overtime, quality of work life, quality time away from work, and training; and
WHEREAS: The inability to maintain a fully staffed qualified workforce creates a cycle making it difficult to build adequate staffing for this critical work;
NOW, THEREFORE, BE IT RESOLVED, the City Council endorses and supports the on-going efforts of the Bureau of Emergency Communications, AFSCME Local 189-2 and the Bureau of Human Resources to research, review and build strategies to resolve the various factors that may be adversely impacting the recruitment and retention of a fully staffed qualified workforce.
