Review of Mitigation Actions

 

The purpose of this appendix is to illustrate the review process that was utilized in identifying mitigation strategies in the City of Portland Natural Hazard Mitigation Plan. Under 44CFR Section 201.6.c.3.ii, a hazard mitigation plan must identify and analyze a comprehensive range of actions to mitigate the effects of each identified hazard. In meeting this requirement, the City of Portland recognized the importance of establishing a collaborative planning process to develop both short-term and long-term risk reduction strategies with strong ties to the city’s existing programs and divisions of governance. To accomplish this task, the City developed five hazard specific subcommittees composed of individuals and specialist with an understanding in natural hazard mitigation and responsibilities from city bureaus, state agencies and community organizations in and around Portland. The role of these committees was to provide insight on community issues, policies and programs related to natural hazards, review a comprehensive range of mitigation alternatives with regards to their prospective hazard, and provide a list of mitigation actions to the Steering committee to be prioritized. Once again, emphasizing existing programs, each subcommittee was charged to look at existing programs, technical documents and plans pertinent to their hazard and identify a comprehensive range of actions that could be implemented within the capabilities of the city.

 

The subcommittees met regularly (some weekly, some every other week) to finalize the hazard specific sections of the plan. Their primary responsibility was the development of action items for each hazard. For each action item, the subcommittees determined the coordinating body, internal and external partners, a timeline for implementation, and key issues addressed. Through a facilitated planning process, each subcommittee provided a list of mitigation strategies to the steering committee that were the results of a review of alternatives provided by the following sources:

•  Technical source documents such plans, studies, feasibility analysis, and guidance documents.

•  Staff recommendations based on past experiences.

•  Existing policies or programs that relate to hazard mitigation

 

The City of Portland has a long history of successful mitigation of the impacts from natural hazards that is deeply seated in proactive planning. This planning foundation has been built from growth management initiatives mandated by the state of Oregon, federal mandates such as the Clean Water Act and Endangered Species Act, and most importantly the City’s desire to protect its citizens and their property. It is not the intent of this plan to recreate the wheel and ignore successful planning efforts of the past. The initial purpose of this plan is to consolidate these existing plans and programs through a singular planning effort that will enhance hazard mitigation opportunities for the City of Portland. By focusing on existing programs that have a history of successful implementation, the initial success of this plan can be greatly enhanced. Since this plan is dynamic in its structure, the opportunity to enhance the strategies identified by this plan in terms of new programs will exist through the annual review of the plans progress, and ultimately in the 5-year plan update. With this premise in mind, each sub-committee was asked to focus on existing programs and plans when identifying initiatives for the action plan. During this review, each subcommittee looked at the program, determined its effectiveness based on input from the implementing agency, and identified possible enhancements. This review generated a list of actions specific to each hazard.

 

 

Mitigation Categories

 

In an effort to strive for a balanced approach to hazard mitigation, the City of Portland defined seven mitigation categories for each action to be assigned. The purpose of this process was to assure a comprehensive range of initiatives would be considered. These categories are listed and defined in table E-1.

This illustrates the city’s commitment to consider all possible actions and to strive for balance in its approach to hazard mitigation. This also illustrates the comprehensive range of alternatives considered by the city.
