RESOLUTION No. 36392 AS AMENDED
Amend the Portland Natural Hazard Mitigation Plan to fulfill requirements of a voluntary Federal Emergency Management Agency Program (Resolution; amend Resolution No. 36277)
WHEREAS, The City of Portland adopted the Natural Hazard Mitigation Plan by resolution 36277 on December 9, 2004. This resolution approved the plan, directing staff to engage in activities aimed at implementing the actions as funding and resources are made available to strengthen the City against the impacts of a natural disaster.
WHEREAS, The City of Portland participates in the voluntary Community Rating System Program sponsored by the Federal Emergency Management Agency (FEMA). Participating communities develop voluntary programs to encourage community floodplain management activities that exceed the minimum National Flood Insurance Program (NFIP) requirements. By demonstrating capabilities to reduce flood losses, facilitate accurate insurance ratings and promoting awareness of flood insurance, citizens in participating jurisdictions are eligible for reduced flood insurance rates.
WHEREAS, The Community Rating System Program requires that communities seeking a rating classification of four or higher adopt a Natural Hazard Mitigation Plan. Class four communities enable their citizens to receive flood insurance rates discounted by 30% as a result of their participation and class four rating.
WHEREAS, Portland’s Natural Hazard Mitigation Plan contains hazard mitigation actions to strengthen the City against the impacts of a natural disaster. The Community Rating System Program requires the Plan to demonstrate that these actions were selected in a process that considered a range of alternatives and determined that all necessary consideration was given to assure these actions were publicly supported and feasible.
WHEREAS, Portland’s Office of Emergency Management fully supports the amendment to enable Portland to seek a rating of class four by the Community Rating System Program. The Bureau of Environmental Services recommends this amendment to assist Portlanders in obtaining flood insurance discounts.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of Portland approves Appendix E as an amendment to the Natural Hazard Mitigation Plan to add background documentation of bureau planning to aid in the selection of actions recommended in the Natural Hazard Mitigation Plan.
