Areas of Agreement – Pension System

 

•  Pension Prefunding Should be Pursued

o  Normal Cost Earned for New Hires – going forward

•  Pension Reforms

o  Should be both Advantageous to the Taxpayer & Fair to Public Safety Officers

o  Evaluation of Pension should consider: Cost, Risk, Predictability, Comparability, Impact on General Fund, Relevancy to Recruitment of New Officers

o  All Current Members Shall Stay in FPD&R Pension System

 

Areas in Need of Further Clarification – Pension System

 

•  New Hires in OPSRP vs. other ways to prefund

•  Treatment of Social Security

o  If Social Security in package, the issue of survivorship benefits

•  De-coupling of disability program

•  Retirement Age Issues

•  PERS Considerations (history)

 

Areas of Agreement – Disability System

 

•  Police & Firefighters should be taken care of when injured, their duties should be considered, and their value & importance

•  Subrogation Should be Pursued

•  We should improve Return-to-Work Policies: Policies should be meaningful & comprehensive

o  Employees should be re-employed in other bureaus

o  Employees should return to work when they are able, not when the employee wants to

•  We Need a System-wide Perspective: a more joined & communicative system with other city bureaus

•  Emphasis should be made on prevention & safety: financial incentives for such programs in the bureaus

•  Evaluation of all components of the system: including occupational illnesses

•  Verification of outside earned incomes including business ownership

•  Disability should be a safety net NOT pad income

•  System should not be abused – do not want bad headlines

•  Not all claims need independent medical evaluation

•  Must consider “Best Practices”: not all decisions should be made solely on cost

•  “Plus Package” from IRC – costs & benefits

•  Valid & Accurate Comparison of Workers Compensation to FPD&R
