ORDINANCE NO. 179914

*Authorize an agreement with ieSolutions, division of InfoExperience, LLC for $145,000 for evaluation of the computer assisted dispatch system (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  Commissioner Leonard’s Office, the Office of Management and Finance, the Bureau of Technology Services and the Bureau of Emergency Communications request authorization of this contract. It is in the best interest of the City to obtain an independent and expert evaluation of the best and long term approach to the upgrade/replacement of the CAD system.

2.  The CAD system was acquired in 1994 and is programmed in a computer language that is not a City standard, the system is aging and due for replacement planning. The system is fully functional and provides excellent support to BOEC.

3.  The City has completed a competitive RFP process for this project with ieSolutions the award recipient.

4.  The costs incurred by the City for this contract will be funded by the Public Safety Fund.

5.  No match is required for this agreement. This ordinance is submitted as an emergency request to allow expenditure of $145,000 and completion of the assessment prior to June 30, 2006. If not processed as an emergency, it would delay approval to mid March and accomplishment of the project will be delayed.

NOW, therefore, the Council directs:

a.  The Mayor and the City Auditor are hereby authorized to execute an agreement for services between the City and ieSolutions, a division of InfoExperienc, LLC as detailed in the agreement attached as Exhibit A.

b.  $145,000 in funding for this agreement will be setup in the FY 05/06 budget, upon approval of the Winter FY 0506 Budget Monitoring Process as a line item in the professional services series.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt the award of the contract for this project and delay the overall project; therefore, this ordinance shall be in full force and effect from and after its passage by Council.
