ORDINANCE No. 179869
Amend percent for public art program (Ordinance; amend Code chapter 5.74)
The City of Portland ordains:
Section 1. The Council finds:
1. In 1980, the City passed its first “percent for art” ordinance and for the last 25 years has sponsored the creation and placement of public art in the City of Portland.
2. The City’s public art program provides significant benefits to the community. It contributes to the beauty of the city’s aesthetic environment, exposes citizens to art in public places and encourages and supports the arts community by providing funding for artists’ work and venues for the display of that work through their inclusion in the City’s public art collection.
3. The City has amassed a public art collection valued at more than $6.8 million that has ever-growing maintenance needs.
4. The City’s portable art works for siting within City buildings has not kept pace with the demand.
NOW, THEREFORE, the Council directs:
a. City Code Chapter 5.74 is amended as set forth in Exhibit A attached hereto and incorporated herein by reference.
b. To give adequate time for budget planning, the Office of Management and Finance and the Portland Development Commission shall adopt administrative guidelines as directed in Chapter 5.74 no later than February 28, 2006.
c. The amended code shall apply to Improvement Projects completed on or after July 1, 2006.
