ORDINANCE No. 179888

 

Authorize lease for office space for the Bureau of Environmental Services Hollywood Sewer Relief and Reconstruction project (Ordinance)  

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The Hollywood Sewer Relief and Reconstruction project is scheduled to begin in March, 2006. This project will involve 16,400 feet of sewer pipe construction, all to take place within the Hollywood business district between NE 37th and NE 47th Avenues.

 

2.  Due to the anticipated amount of time spent, including extended work hours from 7 AM to 10 PM, as well as period of 24-hour per day work, seven days a week during critical phases of construction, a construction office within the project area will provide numerous benefits. It will provide a cost effective management environment for managing in-the-field decisions as well as conducting on-site meetings with inspectors and contractors.

 

3.  In addition, this project will be highly visible and will highly impact the Hollywood business area along NE Sandy Boulevard, as well as residential streets to the north and to the south of NE Sandy Boulevard. Consequently, visibility to the public, and availability to public inquiries, is important to the project.

 

4.  The City of Portland neither owns nor leases any suitable property in this area.

 

5.  Suitable space is available at 4038 NE Sandy Boulevard, in the heart of the project, in a privately-owned building. The space is competitively priced and will be available for the time period required by the Hollywood Sewer Relief and Reconstruction project.

 

6.  Delay in obtaining a lease for suitable space will negatively impact the Hollywood Sewer Relief and Reconstruction project, in both costs and in performing the project work efficiently.

NOW, THEREFORE, the Council directs:

 

a.  The Chief Administrator Officer, or his designee, is authorized to sign a lease agreement between the City of Portland and the owner of the building in which the office space is available. .
