ORDINANCE NO. 179886

Authorize a contract and provide payment for construction of the Well 38 Pump Equipment and Site Improvements Project in the Columbia South Shore Well Field (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  The Bureau of Water Works requires the construction of the Well 38 Pump Equipment and Site Improvements in the Columbia South Shore Well Field.

2.  The project is to replace two (2) existing shallow wells inherited from the now defunct Parkrose Water District. Because the wells have poor water quality and are shallow (less than 70 feet deep), the potential for contamination of these wells is high.

3.  The Engineer’s estimate for Well 38 Pump Equipment and Site Improvements Project is $700,000.

4.  Appropriations for the construction of the project are included in the Bureau’s FY 2005-2006 and FY 2006-2007 Capital Improvement Program.

NOW, THEREFORE, The Council directs:

a.  That the Commissioner and Auditor are authorized to execute on behalf of the City a contract with the lowest responsive and responsible bidder for the project described in Section 1 hereof, in accordance with the plans and specifications on file with the Purchasing Agent.

b.  The Mayor and Auditor are hereby authorized to draw and deliver checks payable from FY 2005-2006 and 2006-2007 Budget, Account 567000, Project No. 3280, Center Code 18089973 when demand is presented and approved by proper authorities.
