SCOPE OF WORK
Summary of Services to be performed with Grant Funds
Remove graffiti from all types of surfaces in a normal, reasonable timeframe, on private property upon pre-approval from Project Manager ;
Remove graffiti using the most appropriate and environmentally safe methods;
Upon direction from the Project Manager, remove graffiti needing a time-sensitive response;
Upon direction from Project Manager, apply anti-graffiti coating GP1000 to porous surfaces after cleaning;
Participate in monthly Graffiti Task Force meetings to address regional graffiti issues;
Track and report trends to regional partners including law enforcement agencies;
Provide “Click-Offä” proposals, which detail the cost of the graffiti removal services that have been performed each month at specified jobs;
Provide photographic record of tags to be uploaded into the City’s graffiti database.
Graffiti Removal Methods
1. Grantee shall assess each surface for the most efficient and effective method of removal; methods shall include:
a. Wipe-off with solvent;
b. Paint over with closely matched (Metro Recycled) paint or owner-provided paint; and
c. Power-wash using a commercially manufactured self-contained unit and appropriate abrasive material.
2. As a general rule, the removal method with the least impact to the structure surface and the environment should be the first choice;
3. When possible, use environmentally-safe solvent to wipe off graffiti from painted or hard surfaces, as long as graffiti is completely removed and the underlying surface is not damaged;
4. All graffiti above the first floor (and up to the 4th floor) shall be removed using one of the above prescribed methods;
5. Removal of hate, racial, or bias graffiti shall receive the highest priority and should be addressed within one business day after being reported by the project manager;
6. Response time for all other types of graffiti shall be as follows:
a. Painted surfaces- within 2 business days of being reported by the project manager
b. Porous surfaces- within 3 business days of being reported by the project manager
c. Upper level (4th- floor)– within 5 business days of being reported by the project manager
Documentation and Tracking
1. All graffiti shall be documented, which includes the following information:
a. Location,
b. Message of tag,
c. Size of tag,
d. Photographs,
e. Method of removal,
f. Cost of removal,
g. Time involved (Code Violations)
2. Grantee shall provide the above information on all self-generated sites
3. Grantee shall communicate and report trends to other regional partners via the Graffiti Abatement Task Force.
Ongoing Communication and Coordination with Project Manager
1. Grantee shall agree to attend quarterly meetings with Project Manager and other ONI staff for purposes of:
a. Keeping communication lines open;
b. Reviewing all aspects of graffiti removal in all parts of the City; and
2. The Grantee shall provide updates to the Project Manager, in the event of the following:
a. Changes in staff;
b. Significant trends or notable graffiti tags;
c. Contact with media.
