ORDINANCE No. 179885

 

 

Amend a grant with The Green G Service Company LLC dba Goodbye Graffiti for additional graffiti abatement services using General Fund dollars (Ordinance; amend Contract No. 36228)

 

The City of Portland ordains:

 

Section 1. The Council Finds:

 

1.  The City of Portland experiences thousands of incidents of graffiti vandalism annually. These incidents are costly to repair and costly to the livability in both business and residential environments.

 

2.  Private property owners are legally responsible to remove graffiti vandalism on their property or risk being assessed penalties for failing to remove the graffiti per Portland City Code (PCC) 14B.80.040.

 

3.  In order to assist property owners with removal of graffiti from private property, the City had initially allocated $120,000 in the FY 2005-06 budget to be used towards a grant with two outside vendors that specialize in graffiti removal.

 

4.  In September 2005, Council passed:

 

a.  Ordinance No. 179549, approving a grant of $40,000 to be awarded to The Green G Service Company LLC dba Goodbye Graffiti for graffiti removal on private properties requiring more specialized removal techniques, such as high level and historical buildings.

 

b.  Ordinance No. 179550 approving a grant of $80,000 to be awarded to Youth Employment Institute (YEI) to be used to provide removal assistance to residential and small business property owners and right-of-way types of graffiti; and

 

5.  Upon approval from the Mayor’s Office, $80,000 has been restored to the graffiti abatement fund, increasing the total annual budget to $200,000 from the general fund. (The $80,000 had been set aside during the original FY 2005-2006 budget process).

 

6.  The Graffiti Abatement Program recommends dividing the additional $80,000 budgeted amount as follows:

a.  By this ordinance amend the current Goodbye Graffiti grant by $15,000, bringing the total Grant amount to $55,000. The additional funding will allow for preventive measures to be taken against graffiti vandalism through the application of the GP1000 anti-graffiti coating on pre-approved historical properties, at a cost of $.35 per square foot.(Exhibit D).

 

b.  By separate ordinance, amend the current YEI grant by $65,000, bringing the total Grant amount to $200,000.

NOW, THEREFORE, the Council directs:

 

a.  That the Commissioner-in-Charge and Auditor are authorized to execute an amendment to Contract No. 36228 between the City and The Green G Service Company LLC dba Goodbye Graffiti in the amount of $15,000 for Graffiti Removal Services.
