* Authorize an Enterprise Site License Agreement with Environmental Systems Research Institute, Inc. to provide Geographic Information System software, software maintenance and technical support (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  In 1999, the Information Technology Executive Committee (ITEC) sought Council approval to move to a standard Geographic Information System (GIS) environment for City’s Enterprise GIS.

 

2.  The Environmental Systems Research Institute Inc. (ESRI) software product was determined by the ITEC to be the right software system for the City’s enterprise system. The ESRI software is a suite of tools that includes the methodology for the storage and retrieval of all of the City’s GIS data.

 

3.  The City has implemented an extensive Enterprise GIS system, utilizing the ESRI product suite throughout the City.

 

4.  The Enterprise license agreement provides cost effective licensing for the ESRI products as used by the City.

 

5.  At this time, it would be extremely cost prohibitive to migrate to an alternative software given the usage and the extent of reliance on the software in multiple systems throughout the City. In accordance with PCC 5.33, this procurement is considered a special procurement from ESRI.

 

6.  Based upon the results of the last contractual period with Environmental Systems Research Inc. it is the recommendation of the Bureau of Technology that this licensing agreement be continued for an additional five years.

 

7.  Funding for this contract exists within the Bureau of Technology Services through its Interagency agreements to fund the Enterprise Site License and Service Level Agreements. To this end, this ordinance approves the Agreement with ESRI in the amount of $625,000, for a five year term.

 

NOW THEREFORE, The Council directs:

 

a.  The Purchasing Agent is authorized to execute on behalf of the City the Enterprise License and Service Level Agreements with ESRI Inc. substantially in accordance with Exhibit A, and by this reference made a part hereof .

b.  The license fees herein shall be charged to Fund 711.

c.  The Mayor and Auditor are hereby authorized to draw and deliver checks payable to ESRI Inc. for goods and services rendered in accordance with the agreement referenced herein as Exhibit A when demand is presented and approved by proper authorities.

 

 

 

 

Section 2.  The Council declares that an emergency exists in order that there be no delay in executing the agreement; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
