ORDINANCE No. 179878
Authorize a contract and provide for payment for the construction of the Lents Crossing at Tideman Johnson Park Project No. 6965 (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The City of Portland identified the need to make repairs to the Lents Interceptor sewer line. The 61” x 57” diameter pipe is exposed where it crosses Johnson Creek in the area of Tideman Johnson Park, and is vulnerable to damage due to floating logs and debris, falling trees, or vandalism.
2. The repairs include capping the sewer pipe with concrete, raising the creek bed to cover the pipe, and rehabilitating the banks and bed of Johnson Creek to prevent future damage to the sewer line.
3. All temporary construction easements needed to perform the work have been granted voluntarily by adjacent private property owners.
4. All applicable City, State, and Federal permits have been obtained.
5. The Bureau of Environmental Services requires the furnishing of materials and labor for this project.
6. The estimated cost for the Lents Crossing at Tideman Johnson Park Project is $1,350,000. Funds are available in the Sewer System Operating Fund FY 2005-06 Budget, and will be requested in the FY 2006-07 Budget, Bureau of Environmental Services, Center Code 145-22-110, Project Number 6965.
NOW, THEREFORE, the council directs:
a. The Commissioner of Public Utilities and Auditor are authorized to execute a contract with the lowest responsible bidder for the purpose described in Section 1.
b. The Mayor and Auditor are hereby authorized to draw and deliver checks chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.
