ORDINANCE NO. 179866

 

* Amend contract with Our House of Portland for an additional $105,000 to provide assistance in the construction of its residential care facility and provide for payment (Ordinance; amend Contract No. 36184)

 

The City of Portland ordains:

 

SECTION 1. The Council finds that:

 

1.  The City has been awarded funds from the Housing Opportunities for Persons with AIDS (HOPWA) program of the U.S. Department of Housing and Urban Development (HUD) to fund projects within a seven county area to assist individuals with HIV/AIDS.

 

2.  Our House of Portland is demolishing and rebuilding a fourteen-unit licensed residential care facility providing sub-acute care and has agreed to designate twelve (12) of the units as HOPWA units as a service-enriched community residence.

 

3.  Our House has an established record of success in the provision of housing and care services for People Living with AIDS (PLWA).

 

4.  Our House submitted a proposal for funding construction as part of a request for proposals issued by the City through the Bureau of Housing and Community Development.

 

5.  Funding for this Contract is available in the FY 2005-06 Bureau of Housing and Community Development (BHCD) budget in the HOPWA Service Area under Housing Development.

 

NOW, THEREFORE, the Council directs:

a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Our House of Portland for Persons with HIV/AIDS in a form substantially in accordance with the amendment attached (attached to original ordinance only).

 

b. The Mayor and City Auditor are hereby authorized to pay for said Contract from the HOPWA fund.

 

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Our House’s ability to develop the sub-acute care Housing for Persons with HIV/AIDS; therefore, this ordinance shall be in force and effect from and after its passage by Council.
