ORDINANCE No. 179861
Authorize a task order with Yost Grube Hall for a Space Utilization Study for Portland Office of Emergency Management (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. In a memorandum dated June 28, 2005 (the Memo), Mayor Tom Potter ordered an organizational analysis of Portland Office of Emergency Management (POEM).
2. Currently POEM occupies office space in downtown Portland and the Emergency Operation Center occupies space in the Bureau of Emergency Communications (BOEC) facility.
3. One of the directives in the Memo requires that a Space Utilization Study be conducted at the BOEC facility to determine how to reconfigure the space to allow for the collocation of POEM staff with the EOC.
4. The Bureau of General Services has several flexible services contracts with space planners. The Scope of Work for this project is attached as Exhibit A.
5. Competitive bids were requested from four of those space planners. And Yost Grube Hall provided the lowest responsive bid for the study.
6. Funds for this project will need to be provided in the winter BuMP.
NOW, THEREFORE, the Council directs:
a. The Bureau of General Services is authorized to execute a task order with Yost Grube Hall for work as outlined in a form substantially in accordance with the attached Exhibit A, at a cost not to exceed $14,000.00.
